The meeting called to order at 7:09pm
A. The invocation was given.
B. The secretary’s report was given and approved.
C. The Treasurer’s report was given and approved.
D. The Eyes and Ears Code Enforcement report was given.
E. The Home Beautiful Committee report was given and approved
F. The neighborhood grant program funding was discussed – the association does not have enough funding between our accounts and what the city granted to finish the landscaping project on Thunderbrook. The officers will meet again in future weeks to discuss the project’s funding before the summer prohibits planting.
G. The sprinkler system at the front of the neighborhood was approved for repair.
H. The election of the new HOA officers was held. Our new officers are: President – Jerry Edgin, Vice-President – Dana Edgin, Treasurer – Claudine Jones, Secretary – Carolyn Lindeman

B. Crime Prevention Officer Cindy Mendez spoke about crime in DeSoto and answered questions from the floor. She reiterated that the best weapon the police have is the public and to please call 911 if you see anything out of the ordinary or irregular.
C. The secretary read the minutes from the last meeting.

F. The Home Beautiful Committee report was not given as Jack Denton was absent.
G. The City of DeSoto grant matching program report: we have requested funds of $2183.63 to complete the project started on Thunderbrook last fall.

J. Nance Farm report: a trailer and miscellaneous construction equipment for crew on the grounds. They are looking at holding two grand openings: one for the HOA, another for the city. On the north side of property they are putting in A.D.A. bathrooms and a staff office. The extension that the city built 20+ years ago was planned to take down but not enough funds so they hope it can be taken down in the future.. Curing shed & barn have been restored. A fire lane must be established in order to be a public property and certain trees need to be moved &/or removed due to disease. The project is looking at restoring the house to the early 1900s period.

B. Six candidates running for several DeSoto city council positions spoke for approximately 45 minutes on their qualifications for the office they were running for.
C. The minutes were read by Carolyn Lindeman and approved.
D. The Treasurer report was read by Claudine Jones and approved.
E. The elections for the new HOA officers were held. The officers for 2010-2011 are Jim Strom, President; Tom Woodward, Vice President; Claudine Jones, Treasurer and Carolyn Lindeman, Secretary.
F. The Eyes and Ears report was given and to remind everyone to call Charles Humphrey if there is any infraction of code enforcement.
G. The Home Beautiful Committee report given by Jack Denton and approved.
H. Neighborhood Beautification Grant Program wrapped up with the placing of extra rocks on Thunderbrook and we will solicit ideas from the homeowners for the next project.
I. We reminded everyone that the association has a website at www.mantlebrookhoa.com. If the association has any questions or problems, there is an anonymous form online there to make suggestions.

Mowing of high grass on vacant properties: City Ordinances require that weeds and grass be kept below 12 inches in height, and that trimmings are not allowed to accumulate in any gutter, street, sidewalk, alley or any other public or private property. The owner or occupant of the property is required to maintain the property from the street in the front to the middle of the alley in the back (or the property line.) This includes the front, back and side yards, the right-of-way (the area between the sidewalk and the curb,) and the alley and easement (the area behind the property.) Grass/weeds should be cut and removed at least once every 15 days on land developed for residential use, and every 30 days for all other types of premises.

F. Neighborhood Beautification Grant Program: the HOA has $2000 and the city has provided $2000 for a total of $4000 to beautify the neighborhood. The company that provided the stones on Thunderbrook has gone out of business so we need to locate a company to provide more stones for the street. We must spend the money or risk the city taking it back, according to the grant. Once this project is paid for, the HOA will solicit from the association ideas for the next year’s project.
G. HOA Officers: New officers will be voted on at the next meeting in April. Tom Woodard offered to head the nomination committee.
H. Block Captains: The HOA needs new block captains, some of them have been block captains since the inception of the HOA and ask to be replaced. In a effort to save money and block captains legs, the HOA sent out postcards instead of handing out flyers to every home. The cost of the postcards and postage was around $50. Everyone seemed to like them better though not everyone received a reminder card. The HOA will still collect email addresses for a reminder email about events.
I. Nance Farm: The city is holding a public meeting on February 11 for the homeowners & residents in the neighborhood to discuss future use of Nance Farm. The city received funds from the Texas Parks and Recreation Department and according to that grant; the building must be opened to the public by sometime in 2011. Everyone is encouraged to attend.
J. Website: The website is still up and running at www.mantlebrookhoa.com
K. New Business: The city is holding a town hall meeting on the possibility of mass transit in DeSoto. The meeting is Saturday January 30 at 9:00am in the City Council Chambers. Everyone encouraged to attend.

C. The Treasurer report was read by Claudine Jones and approved. Claudine mentioned that she is looking for a new landscaping company and the possibility of a water problem because the water bill jumped unusually high.
D. Jim Strom asked the floor what should be done about block captains not distributing the flyers and the precipitous drop in attendance to the meetings and what could be done to encourage attendance and interest. It was brought up that people could have small signs in their front yards promoting the association and showing local interest. It was met with enthusiasm by the group, if signs could be purchased for all the block captains then they would not have to distribute flyers for each meeting and the association would not incur that cost. Since this year’s grant has already been dedicated and spoken for with the city, it was mentioned that next year’s city grant we be used to purchase signs for all the block captains.
E. The Eyes and Ears report was given by Tom Woodard and reminded everyone that code violations should be reported to Charles Humphrey at 469-658-3076.

The DeSoto Police statistics information can be found at the DeSoto Police’s website and many people mentioned the Southwest Regional Communications Center (SWRCC) is a local alarm monitoring center that is less expensive than most of the alarm companies and is housed locally at the 9-1-1 dispatch call center here in DeSoto, cutting out the “middle-man” since the alarm companies call the 9-1-1 dispatch call center to report an alarm tripped. They will reset your alarm so it calls the 9-1-1 center directly cutting response time in half.

C. The Treasurer report was read by Claudine Jones and approved.
D. The Eyes and Ears report was given by Tom Woodard.
E. The Home Beautiful report was given by Jack Denton, for May the sign was placed at 1235 Marble Canyon, for June the sign was placed at 328 Squire brook and for July the sign was placed at 512 Arthurs.
F. The homeowners association has been approved for the full amount requested from the city’s matching grant funding for the placement of the large decorative boulders in the lane dividers on Thunderbrook drive. The city has granted the HOA the $2000 that was requested but due to the fact that the HOA has to come up with matching funds, any holiday party has been put on hold due to funding. JoAnn Arias mentioned that the city isn’t weeding around the boulders like they should. She also praised the crime stats that were handed out saying that we should know how much crime is going on in the city.
G. National Night out is Tuesday August 4. It was agreed that we should hold the party at Nance Farm like last year. Ruth Strom and Claudine Jones agreed to work on the food and drink for the night. Carolyn Lindeman will use the flyers from last year and have copies made.
H. New stop signs have been put on Mantlebrook and Greenbrook due to the filling out of the blue Action Center service cards from the City Center. It was reiterated that the blue cards can be picked up by anyone with a suggestion for maintenance and/or repair work and the Mayor and City council will decide, by the volume of cards sent in and/or the merit of the request, based on the City Council’s thoughts. Tony Lindeman spoke up saying that he distributed cards to everyone on Squirebrook, had the neighbors fill them out and brought all of them to the city to resurface the street.

K. Carolyn Lindeman introduced the new website, www.mantlebrookhoa.com and it was well received. Claudine Jones updated everyone on the status of Nance Farm: the pool deck will be removed, water drained, holes places around the bottom for drainage and filled in with dirt, public parking will be situated on the north side of the house, and there will be a historic archaeological dig taking place.
